Well before he used to take calls at ANY hour and I mean ANY he seems to have dialled that down though.

Well his bed is right up against my wall (he can't move it) so I hear everything,my roommate does hear him but is far enough not to be as bothered.

I have taken to watching TV or the radio with headphones but when I want to read or just chill he is still talking. Thankfully he does stop at about 11pm most nights these days.

He is entitled to use his space as he sees fit, and if he isn't being disruptive according to basic etiquette standards (such as talking late at night), you just sound like YTA for judging him for caring about his gf & wanting to talk with her.

See above, he used to call her at 5am and used to get broken sleep over it, he has improved in that regard. So I disregarded filing a report to the landlord over it.
