I absolutely agree with this. In my opinion this is completely on Hamilton. The moment when Verstappen pulled to the left side of Bottas, there was an equal gap in the right side as well. If Bottas went any further to the left, Verstappen could just pull to the right side instead and go between Bottas and Hamilton. It was impossible for Bottas to block him. Hamilton was too far to the right leaving a huge gap between him and Bottas. Hamilton should have been much closer to Bottas if he wanted Bottas to block Verstappen. Hamilton only thought about keeping Perez behind. I am not a racing driver but I do not comprehend how Bottas is being at fault here.
