The area I went, including the city I flew into, actually had some of the lowest rates in the state, lower than here, and more people were flouting the rules than you see here. Their rules are much more strict so it's much easier to break them by simply existing. Even the county's sheriff said they won't enforce the rules.

In some cases they were following the rules, but not the spirit of them. For example, restaurants are not allowed any onsite dining, indoor or outdoor. However, there's nothing against customers ordering to-go, then they just happen to eat at tables outside and just happen to "accidentally" leave money behind that the workers who brought them their to-go orders just happen to pick up like a tip. Other cases, like most of the businesses in my hometown out there, just flatout didn't close when ordered to, and police don't bother them because, well, they have more important things to do like deal with the massive spike in crimes as a result of the severe negative economic impacts of the lockdowns. Yet they still have very low infection rates.
