It′s on businesses, states, and the Feds to incentivize vaccines and disincentivize not taking them. Want to get on a plane? Go to school? Vaccine record. Want to open your theme park to the public? Enforce vaccine record requirements. Come up with a digital vaccine record database that's accessible to merchants that can pull up anyone's record, with their consent, quickly and easily. Don't consent? Don't want the vaccine? You stay out.

Short of Federal law there's not going to be a 50 state+territories solution because there's going to be a permanent patch work of enthusiastic compliance, reluctant compliance, and non-compliance by individuals, businesses, and states. All that can realistically be done is creating more and more social pressure points.
