I rechecked and you're right. It's just SSJ1.

It's still horrendously weak though. Super Saiyan increases the user's strength by 50x. Super Saiyan 3 increases a Saiyan's strength by 400x (So increases a Super Saiyan's strength by 8x)- and we'll assume that SSG is stronger than that, and then SSB is 50x stronger than that, being the Super Saiyan form of God.

So if he were able to go Super Saiyan 3, Vegeta's lifting capacity would be under 16,000,000 lbs.

Let's say Super Saiyan God's multiplier is... 1000x base. And I think this number is being very generous. 40,000 (His base strength, since SSJ1 Vegeta was limited at 1,000 tons) x 1,000 (SSG) = 40,000,000. So SSG Vegeta's strength would be under 40 million pounds. x50 for Blue, 2,000,000,000 pounds. Which is still a fraction of Zoro's 11 megatons.

For Vegeta to reach Zoro's feat, Super Saiyan Blue's multiplier would have to be over 13,000x base. 'Over' because Vegeta was unable to lift 1,000 tons, so he's weaker than that we just don't know how much weaker.
