Is there a bottleneck in my system?

That's CL16 (listed as just "C16" on the page), so should be ok. Make sure you have the ram running at the correct speeds in bios as by default ram will often run at 2133mhz (enabling XMP/DOCP should fix it in most cases).
About latency; Basically at a given ram speed, the lower your latency the better. Cas latency (CL) is kind of the general purpose latency of your ram, but there are dozens of other latency values (often called "secondary timings") that all contribute to performance. RAM with good secondary timings can have a dramatic impact on game performance:
