Why is there a dialysis-related proposition every election?

The props aim to improve conditions at dialysis centers (some have literal roaches crawling on people) and to ensure standards of care. This would cost the big companies a lot of money, so they threaten to close if it passes and spend less money on TV ads parading around dialysis patients who say “the prop will make it so I can’t get dialysis!” thus ensuring it doesn’t pass. But as most people believe there should be at least basic standards for these centers (like, no roaches crawling on patients), they try the prop again in the next election.

We can stop this cycle by just ignoring the TV ads claiming thousands of people will lose care and just vote to pass it.
