Some people are just too busy, too stressed, not tech savvy enough, don't have the transportation (e.g. if getting vaxxed sooner means driving to the next city), or not motivated enough (e.g. maybe they can be fully isolated) to do a ton of backflips to figure out the vax system to get in faster. I did, because I wanted to get vaccinated ASAP, and I got mine like a month ago, but I'm in a hot-spot. But some friends are still waiting on appointments (18+ no other risk category) in the next week or two and it's not because they're anti vax, it's because they just used the portal for our PHU (which is separate from the ontario portal and much slower).
