  1. "making them round" very rarely does the government themselves actually decide/make anything in rations. this is contractor giving the army something for cheaper than normal, thats likely why its a shaped cookie
  2. packaging must be as descriptive as possible. I'm surprised it doest say "Patriotic Sugar wheat cookies", or something like that. theres couple reasons for that, one of them is tempering with the product inside the package. biggest reason why rations are never transparent is because see through plastics are super inconvenient for soldiers and more expensive to make. which means there needs to be no doubt that what is inside matches the description. if you get a vague description theres a room for mistake. Let's say a soldier was poisoned, if it was poison in food and the ration was too vague in description, you couldnt know if those cookies were planted by someone or if the manufacturer made a mistake
