Not all. Germanic, romance, celtic and uralic languages are about as different as you can get as groups in a small area.

European legal systems are completely different from one state of one country to the next never mind from country to country, England and Wales use common law and Scotland uses civil law, the entire USA as large and diverse as it is uses common law except for louisianna.

As for shared ideals no more shared than is shared between us States. And even then no Country has one set of ideals, which is why you would know if you knew anything about European politics is that there are sort of "pan European super parties" for parties with similar ideals from each country to work together, every country in Europe has up to a dozen political parties with a wide range of political views, the USA has 2 with very little effective difference between them.
