He wasn’t exactly born with powers but created. He was made out of perfect DNA into a perfectly sculpted irresistible Adonis. He was created to look like a 30 year old and stayed like that his entire life (even today... if he’s alive). And the people who created him also had their own powers and that’s the first reason he wanted an army: to defend against them if necessary. He also wanted to rule all the far lands he had explored and wanted his powered sons and daughters to be generals since regular folk wouldn’t bring about the type of fear he desired from his servants.

So he spent centuries looking for a woman to give him a powered child. He’d usually shack up with a young woman and left her when his kids hit puberty and he realized they didn’t have powers. He didn’t have to mind control them, he was a well endowed, all powerful rich man, so finding a suitable woman to bare his children was not hard. And this was before people were scared of STDs but he is immune to all diseases.
