What is often overlooked when considering a zombie apocalypse?

Yeah, that story doesn't end happily. Here is my outline of how a zombie outbreak in a country without a sufficiently organized government and military and sufficiently capable zombies.

  1. Zombie outbreak grows rapidly for several thousand to tens of thousands of zombies due to too late/nonexistent quarantine actions and insufficient military action.
  2. Major world powers treat this as an existential threat to the human race and respond accordingly. This means indiscriminate bombing with little to no regard for the local uninfected population. If the infection has reached a major city, the use of nuclear weapons is a reasonable choice as it takes a lot of traditional bombs to destroy a large city and there isn't the time. 10-100 times more people die during the bombing that actually were infected.

Now, this is horrible, but not an unreasonable response. If you are China or India and your options are to wipe Mogadishu (population 2.4 million) from the Earth or risk the death of your 1 billion+ citizens, wouldn't you take the first option?
