What would you do?

It's weird. Lately it seems the majority of people choose the left lane for cruising, and leave the right one open. I've even had conversations about this with otherwise fastidiously-law-abiding people, who basically tell me I'm stupid and absurd for not cruising in the left lane. Now, I'm all for moving over when there's traffic trying to merge or something like that, but if there's nobody coming then why are you in the left lane going 20% under the limit? I think people do it to troll as often as not. Frequently they find someone in the right lane driving just as slow then cruise right along beside them preventing anybody else from passing.
