wrongly blamed for a traffic accident

 this accident happened in southern california on 60 west bound freeway around 2 pm. the sun was facing me. i was traveling in the fast lane when i saw the front car blinked a right turn signal, then immediately after he changed lane, there was a car parked there with the hazard light on and the driver was standing next to it.
 by the time i saw him, there was not much time to react. either change lane quickly or stop the car. changing lane was out of the question, since when i saw him, i started to slow down and the cars to my right were whizzing by. so, i slowed down and stopped the car in time (barely) and avoided hitting this car (and more importantly, him). the moment i stopped, i looked at my rear view mirror, praying that i wouldn't be hit. no such luck. i was struck so hard that the the rear driver's airbags were deployed. my first concern was for the guy standing next to his car as he was hit by his car, stumbled and fell.
  he turned out to be ok. but after being goaded by the 911 responder for the 3rd time, he decided to go with them for treatment, just to be on the safe side. following the accident, each of us were interviewed separately, so each of us have no idea what the others were saying. on top of that, the front and rear drivers were both hispanic and the interview were conducted in spanish (i believe) 
 one month later, i got the accident report from chp, blaming me for causing this accident. it stated that the front vehicle was driving at the time and due to my unsafe speed, i struck him. the rear driver was also cited for unsafe speed. in her statement, she said that she did not see my brake light. (i guess somewhat reasonable since we were facing the sun) 
 the front driver claimed that prior to the accident, his front hood popped up and damaged his windshield, and he was unable to see. so he turned on the hazard light and slowed down (no approximate speed was given in the report. whether he was driving slowly or slammed on the brake is still a mystery). as he was slowing down he felt an impact from the rear (i assume from my car), and decided to come out of the car for assistance. 
 incredible story and chp actually bought it. let's examine the front driver's statement: the front vehicle was a honda civic supposed that his hood actually popped up, would it obstruct his view for an extended period of time or would it just fall back in place (law of gravity)? according to my co-worker, the hood is not even spring-loaded. it's almost impossible for the hood to hit the windshield (a safety feature). even if it did, it's not going to stay up obstructing his view (law of gravity). secondly, after he felt an impact, he got out of the vehicle for assistance. for what? nothing mechanically wrong with your car. why not pulled over to a safe area, exchange insurance info, call the tow truck, ect? to stop in the fast lane and wait for assistance? death wish? the story is just absurd.
  now the question: is it possible to obtain traffic video, if there is one, from caltran that can validate me? it's a good thing that he was standing next to his vehicle at the time of the accident, because if he was inside, i would really start to second guess myself whether i made a wrong judgment about his vehicle's speed. there is no gray area about the situation. it's either he was driving or not driving, not how fast he was driving. 
 also in the accident report, the chp said that the damages to all 3 vehicles did not support my statement. it's a baffling statement. what did they expect to see? no explanation was offered. 
  i really don't want to take this lying down. the chp have to be held accountable for making this insane judgment. i know that they have layers of bureaucracy to protect their officers. but come on, the accuracy of this report is not even close to reality. any suggestions about overturning this guilty verdict?
