Why is it clear? The primary purpose of a military is to protect the country and the people in it, even when most of the time it doesn't actively do that. If the majority of tax income goes to the defense budget, does it then mean that, according to you, all other uses of taxes are "partial", and therefore all tax payers should be killed?

This is false. You do not understand what "direct participation in hostilities" means. Army technicians, intelligence officers, etc', are all regarded as having combat functions, and aren't protected by international law. In fact no member of the armed forces, other than medical or religious personnel, are protected by international law. Civilians working for the armed forces also aren't protected as long as they are actively involved in this work.
