I (28F) was molested by my brother (33M) when we were children and I told our mother (60F), I don't know/think she believes me

check studies done in the last ten years concerning repressed memories. Current info is totally 180 from where it was 10-20 years ago. many of the top psychologists do not believe a person totally walls off a memory and it comes back totally clear decades later. Many people went to jail that later proved false because the repressed/recovered memory turned out to be false.

There is no proof she was molested except her recovered memory. The police and prosecutors often won't even touch cases purely built on recovered memories any more. She should not confront him until there is other proof or the professional she is seeing advises it.

She said she had two people who support her. If nothing did happen she risks losing both. At that point with her problems, the end will not be good.

You are right though in her case I should have just responded with love and told her to see a good professional.
