Cartels don't go killing random civilians

Expect for when they burn a casino down killing 60, or kill 30 Guatemalan farmers, or when they throw grenades killing 8 injuring 100, or when they commit two massacres in one city one year apart killing 70 and 200 respectively, or when they blow up pipe lines, or when they commit a different massacre killing 500. Or when they use bystanders as human shields during gang wars . And that's only from only ONE of the 5 cartels. Mexico City may be "safe" compared to most of Mexico, mainly from their absurdly high amount of officers and military police, but the cartels are far worse then whatever you think a "US citizen obsessed with second amendment" is.
