That’s not what it means but that’s how most people I’ve seen used the word ghetto, not just to refer to black people. I grew up in the Bay Area and the all the Asian kids around there called the school parking lot the “ghetto part of school” bc all the white kids who skateboard and smoke weed hang out there lol

Ghetto is typically used more as a relative term for a place slightly worse than what they’re used to, doesn’t usually have anything to do with race from what I’ve observed. But theres honestly several times outside of the bay I’ve seen it used under racist context and knowing that it’s originally meant to refer to the living situations of Jews, I personally find it distasteful to use, but I don’t immediately jump at someone for being racist bc I keep in mind that the word has a looser definition for people who generally use it these days.
