Try talking to people the best you can, even if its uncomfortable. Most people will tell you to join clubs, a recreational sport, some more creative classes, but at the end of the day making friends will only happen even in these best of situations if you talk to people. As someone who had a hard time making friends at first in college too, that's what I'd recommend the most. Just talk to people. Go to those clubs, sports, etc. and try your best to chit chat with just anybody you find interesting. Over hear someone talk about something your interested in too? Ask them a question relating to that subject and what they think of it or a related topic and most people will be happy to talk to someone new who shares the same interest. Play any sports or join a gaming club? Talk to someone there about the current EPL season or Champions League tournament, who they're favorite teams are, if they watch any other sports. Talk about any upcoming games your looking forward to, ask what they feel excited about playing soon? Making friends is all about having a conversation first. Going to clubs and things like that will place you in the right environment, but the most important part is saying "Hello."
