Another other is level of competition - Leon is reranked because he's a clown and ducks every fight, but there's no doubt he's a talented fighter.

Another factor is winning your fights, which he has been, and 4 wins in a row (including the Edwards fight, assuming he wins) would be great for his rank.

UFC rankings are subjective, and at times mysterious, but you fundamentally misunderstand how they're structured.
