I think I see the issue now. You're using the word "integrity" in a moral sense, whereas I'm using it in a statistics sense.

Whether the individuals involved have moral integrity has no bearing or relevance to the statistical integrity of the game.

Suspensions are a deterrent, but at this point the players become (effectively) political figures as well as sports ones. If they commit a crime and go to court over it, then why does that matter to their gameplay? They are going through the legal system, which is designed to handle such transgressions. (If they go to court and get off scot free because they're a football player that deserves some attention though.)

Did deflating the balls change the Game? Maybe, maybe not. There is no proof either way... I'd like to see your statistics on how steroids and ball psi has affected the outcome of games.

The NFL keeps these rules in place, ask them. What about corking bats in baseball? There's evidence that it hinders hitters instead of helps them, but it's still against the rules. That's what it's more about, following the rules of the game that are designed to keep everyone playing with the same initial conditions - if you change the conditions the statistics become skewed (without making a judgement on which direction they get skewed). My original comment included the idea that such changes such as PSI and steroids might influence statistics negatively.

I don't think it's the NFL's place to police the activities of their players outside the field (insofar as those activities don't concern their performance on the field). If someone working for a manufacturing company were arrested for domestic violence and sentenced, he wouldn't get suspended from work for it but he might need to use some PTO or miss work to make his court dates. Even public figures in other areas who go through embarrassing legal trouble still pick up work, though they may lose a few sponsors. Point being that in all cases the punishment is outside of work and tends to be monetary in nature.
