It's exposing a sexual body part. Breasts feed babies, and they are non sexual in that regard, but they are also sexual because people are sexually attracted to boobs.

Women's breasts are not the same as men's breasts, except for more fatty tissue. They grow during pregnancy and produce milk. During sexual arousal, they become engorged with blood, like the vagina.

Men may think, "fuck yeah, I don't mind if women go topless!" But the women who want to go topless are feminists who want to desexualize breasts, and think it's wrong for men to look at them.

In NY state, a woman can legally be topless in public. There are a group of young feminist hipster women in NYC who have a topless book club, and walk around NYC topless, and call out men for looking, even taking pictures and posting them online.

Utter bullshit- you walk around topless in public, you will get stares, guys will look! Even some women too! Almost everyone turns their head for a nice pair of boobs.

There are the topless painted ladies of Times Square, the "desnudas" who capitalize on the topless law, by hounding tourists for money, and jump on the bandwagon of "free the nipple feminism." Which is also bullshit, because the law stipulates you can be topless as long as it's not for profit.

Despite the law allowing women to be topless, 99.99% of women don't. Because there are some things better kept private.
