This is a bizarre question, but I want to ask Americans/Canadians a question.

There have always been quite a few Youtube channels focused on pranks and (or) asking out girls. The likes of BigDawsTV and others.

I see that the men(often very average looking) say some dumb lines(albeit confidently) and get a girl's number in less than a minute. The girl's response is like "haha, you're so funny" and the guy asks her for her number, which she usually gives(well, at least they show the ones that do). In less than a minute of knowing each other. Is this a normal thing over there?

Those kind of "asking others out" on the street approaches would certainly not work where I live. If you're randomly approaching people, most would assume that you're either:

A) a scammer

B) want to mug them

C) are some sort of cult member
