Those are tax revenue as all overall percentage of GDP.

If you look at the total tax burden on labor (the working class), including consumption taxes (VAT\GST) the US average is not far under OECD average, at 33.5% in the US vs 40.9% average.
We, the US workers, shoulder about 18.1% less than OECD average.

In exchange, we get a lot less services, and pretty much the highest, by far, healthcare expenses in the world.

This is all a tangent, but it's somewhat related.
There are so many other forces in play, but tax rates definitely do make a difference.
