CMV: Either the Senate should be made more proportional or the House of Representatives should be expanded, or both.

That's not true. I even specifically stated that we shouldn't make the Senate fully proportional, so we can still protect smaller states. I even stated that the Electoral College should be maintained, but that it should allocate its votes proportionally in a winner-takes-all system. And the House was never meant to protect smaller states, so all I'm advocating for there is to fix it institutionally to match what it was meant to do.

By the way, speaking more to the electoral college, the system we have right now doesn't even protect smaller states. It gives immense power to swing states. Florida, Georgia, Michigan, and Pennsylvania aren't small states. When was the last time both a Republican and Democrat campaigned in Wyoming or the Dakotas? If it wasn't winner takes all, maybe they might campaign there because there are Democrats in deep red states and vice versa.
