"Peace of mind" is not a currency. It's not something the legal system should focus on replacing. The legal system owes the victims protection from further abuse, but putting someone behind bars isn't the only way to do that. That's the whole reason suspended sentences and probation exist in the first place: because the system is confident that those lighter methods will protect the victims just as well as putting the offender behind bars. If you put someone behind bars because the victims want it, even though they could be safe and the offender could be free, then you're giving into the victims' desire for revenge, and that's not what the legal system is for. This is the whole reason there are judges and juries and checks and balances to prevent conflicts of interest: if all we care about is what the victims want, then that's no system at all. Their desires are not the highest priority, their safety is. The law doesn't exist to give victims what they need to 'feel' safe, it exists to give them way they need to actually 'be' safe.

Again, he is not mentally mature, probably won't be when he turns 18. You need to look at how he actually thinks, not what the law says he is. And speaking of what the law says, I find it odd that you insist he's an adult because that's Finnish law, and you won't question that, but when a Finnish judge gives him a suspended sentence, suddenly you think you're so special that you can say that the punishment they gave him isn't a punishment at all. That's not something you get to decide. And you've got some warped thinking to act like harassment is as bad as rape and murder.

Bottom line is, if he thinks the legal system is a joke, he'll find out it's not. But I don't think being lenient for the first conviction of a young person should be a joke to adults. Maybe he'll learn his lesson, maybe not, but the Finnish court tried to do right both by the victims and the offender, which is the true purpose of the court, and I hope it works out. They obviously had some cause to believe he'd obey the terms of his monitoring and would leave the victims alone. There's nothing more to say until one of us is proved right and he's either arrested again or doesn't reoffend.
