Delegate Levine (sponsor of HB961) talks about assault weapons during town hall

00:42: There is no evidence the 94 assault weapons ban reduced mass murders or murders at all. This bill also goes much farther than the 94 ban which only banned import and manufacture, not sale or possession. You could purchase an AK-47 or AR-15 during the ban.

00:54 - I have no idea what graph he's talking about or if that's per capita or in raw numbers. It is important to note how we've counted mass murder by gunfire has changed since the 90's.

01:18 - The most common weapon in mass murder by gunfire are handguns, including in Virgina. 8-10 people are killed annually with rifles of any sort in the Commonwealth. Roughly 250 are killed with handguns. Also the "they kill a lot of people fast" thing is incorrect; they shoot no faster than any other semiautomatic firearm.

01:32 - His bill will hit weapons used for self defense and weapons used for hunting.

01:47 - Aside for how embarassing this is just to watch, the weapons covered by his bill are just as accurate as other weapons. They can also have a scope.

02:05 - Mass shooters do not choose weapons based on if others will "hit their heads" with their own firearms.

02:40 - The police engaged 20 seconds after the shooting. He did not shot "40 some odd people". He killed 9, wounded 15. Police also wounded two people.

02:45 - The military trains for accuracy, not spraying indiscriminately.

02:52 - Shotguns are great weapons for home defense for some people. The rifles he wishes to ban are a better choice for others, being easier to control, having more ammunition, and lighter recoil.

03:02 - Shotguns, like every other firearm, vary in power depending on chambering. Also, the loads you would use for home defense do not shoot out "40 or so pellets", but rather closer to 9. So far the only thing he's said that's accurate are that shotguns are effective weapons, though he's neglecting that shotguns are included in his ban.

03:12 - Handguns are also covered by his bill.

03:35 - The VT shooter fired over 600 rounds, 10 rounds at a time. This is still the 3rd worst mass murder in US history. Generally speaking, if a mass murder by gunfire involves double digit causalties, they were reloading.

03:49 - It is strange he says that assault weapons are inaccurate by nature, yet suggests that a shooter would fire a fatal shot with each pull of the trigger. Also, three shootings in the US in history have had 30+ fatalities.

04:06 The reason that the Tuscon shooter was able to be engaged was because he stood in the middle of the people he was shooting, not that he had to change magazines. Again, many other mass murderers have had no problems reloading.

04:22 - Red hot magazine?

04:35 - The burden on gun owners is becoming a felon for owning common rifles, shotguns, and pistols. Also, not having to reload benefits people defending themselves far more than it does those who have time to plan their attacks.

04:54 - Again, there's no evidence that assault weapons bans or mag limits do anything positive.

05:10 - I am willing to give him the benefit of the doubt that he meant "with each pull of the trigger" not "with each finger".

05:20 - The "military type features" have been common on weapons for decades. Flash suppressors do not conceal your location. They keep the shooter from being blinded by his own muzzle flash in low light conditions.

05:40 - Suppressed gunshots still sound like gunshots. The only difference is 10 db or so quieter, which mostly is there to protect the shooter's hearing.

06:20 - Machine guns were not banned, but regulated. New machine guns were still being produced up until the 80's.

06:45 - He is correct that there are virtually no murders with legal full auto weapons.
