Legally, this is a Constitutional course of conduct because Trump’s speech has lost first amendment protection. There is an exception to the freedom of speech protection called incitement. It applies when one uses speech to incite others to using force and the resulting force is reasonably likely.

The Supreme Court has held that "advocacy of the use of force" is unprotected when it is "directed to inciting or producing imminent lawless action" and is "likely to incite or produce such action". Trump’s tweets produced lawless forceful action as a likely result. Even as President, he is not out of reach of constitutional law. Twitter is not committing censorship because Trump lost his right to speak freely.
