Yeah, I was thinking the same. It seems utterly pointless. The only possible purpose, and it's a cynical one, is basically to try and keep the people demanding live music returns quiet. Basically a token event to show "We're working on bringing it back!" but it's just to keep them quiet and kick the can down the road a bit.

Realistically though, there was probably some funding for some event. A few people got together, had an idea for something that seemed smart initially but then in practice was dumb but the ball was already rolling and they were getting paid so they just went ahead with it and convinced eachother that they were doing something worthwhile.
