I took a different approach.

The height of the JP Morgan Chase building is 130m high. Its shadow in this photograph extends roughly 3.1 km to the Archstone Memorial apartments on Washington on a heading of about 287deg which puts the sun at an azimuth of 107deg. The arctangent of the shadow's length over its height is the sun's elevation angle, 2.4deg above the horizon. These calculations are very sensitive to the measurements I eyeballed from the picture so they could be a little off. Looking up the sun alt/az positions for Houston, I found that the dates around Oct 29, 2014 (plus or minus a few) and February 12, 2015 (again plus or minus) provided close values.

Looking up the weather around those dates didn't rule either one out. Weather on October 28-30 was fluctuating between overcast and clear, but it looks like a cold front moved through on Oct 31 and that left the morning of November 1 clear. A cold front similarly moved through on February 11 leading to a clear February 12.

If the Marriott was already in progress at the end of November, then I'm leaning towards this photo taking place on November 1, 2014 at about 7:49 am.
