This is incorrect. Jaina briefs Varian before he launches his attack. Again, game does not like to communicate much of anything. Varian enters the Undercity knowing full well the situation and that the Forsaken did not attack them.

This is incorrect. In the past that was the case. For many years in game you had the loosely defined Northwatch operating as a quasi-military force representing the remnants of Daelen's army. They were not recognized by Theramore proper as per the truce.
But come Catacylsm, that group no longer exists in the story. Theramore and the Alliance as a whole has raised arms against the Horde and its civilians. it is explicitly stated that Theramore has broken the truce it holds with the Horde.
