European Processor Initiative Readies Prototype

That's not the scope of this project, the long term goal is to have home grown alternatives for general computing, HPC, automotive, etc.
They will develop their own IP based on RISC-V, especially after the RISC-V Foundation decided on moving from the US to Switzerland (one of the main catalysts for these projects was the US weaponizing trade bans against China). The first 2 gens are using ARM cores due to the need for a more immediate solution to meet the 2022 goal of building an EU exascale supercomputer based on EPI and the Mont Blanc Project.
The Mont Blanc Project has already shown ARM as being a viable option for HPC via their prototypes, which Atos is currently offering in the BullSequana X1000 line.
