I don't see any support in the early parts of the novel that suggests that Montag felt that the government was engaged in active censorship for any kind of political goals.

Chief Beatty admitted to Montag that the government was doing just that: keeping the public pliant. Why worry the people with public affairs? -- he basically said.

Also, remember what the government did to Clara, at least what Montag surmised. Anyone who acted weirdly, just walking at the wrong time was ahem "censored," even though rampant aggression was allowed.

Remember that the fireman and the police are the government! I think even elderly Bradbury forgot that!

Just because the government had support doesn't mean that there was no censorship going on. Don't take an old man's memory for granted.
