Felicity has developed this season, but almost all of her development has been hinged on other people. She effectively needed Ray to get over the hump with her mom in a plot about her old boyfriend. Her big thing is whether she is going to be with Ray or Olliver. They still remember she is a tech genius, but she's not the one inventing things she is being used as hand-wavium to explain things.

How does Atom find out Oliver is the Arrow? Felicity gave him the facial recognition software. So she's smart enough to do that, but not smart enough to hide code that protects her friends? She was super worried about Ray/Oliver crossing paths before, why did she stop?

Even then, most of what she does is just execution on Ray's ideas.

Hell, her big thing of saving Ray's life this episode wasn't even her idea. She had to be told to do it by her mother. A person she really cares about is facing death, death, or death with a chance of life and she won't help because it's against the rules? Her other job is hacking systems left right and center so two unstable boys and a bad-ass special forces commando can go out and put arrows into muggers from the back of their kidnap van.

I'd love to see Felicity get her agency back. She had a moment when Oliver was gone where she realized why she did what she did. I'd love to see them framing her choices so they were actually her choices and not dependent on Ray or Oliver. Have her make a choice and them live with the consequences. Have her do stuff. Have her get involved. They made an awesome original character. One they have the freedom to do a lot of stuff with. They should use it.
