National: 0.34
0.21*50%=0.105
0.21+0.105=0.315<0.34
Bellevue has a rape rate that is more than 50% below the national average. If you want to phrase it differently then that's fine, you could say that the rate is ~60% of the national average by saying that 0.21/0.34=0.617 or 61.7%
Where you got 25% is beyond me, but you're wrong again.
