Gamers of Reddit: who is the most annoying character in a video game playable or not?

Fargoth, of Seyda Neen.

In TES III: Morrowind, you get off the boat a free'd prisoner. Going through customs you notice a small note on a table, about Hrisskar Flat-Foot's dire financials. Afterwards, you chance upon a barrel and find an Engraved Ring of Healing. After you set forth in the free world you see a short wood elf, with a shit eating grin.

He says he's lost his ring, and you realize that ring was in the barrel you found moments ago. After you decide who's more fit to have the ring, you make your way to a local tavern to find your way in the world. You meet an Imperial soldier named Hrisskar, whose note was found prior, and he explains Fargoth has been hiding taxes from the Imperials in a stump. You're tasked with fetching his hidden loot, or failing the quest through refusal.

You watch Fargoth from great heights, sneak through the small bog and place his goods in the stump. You make your way down steal his gold, along with a lockpick and the ring (if you gave it back to him), and report back to Hrisskar. He tells you that he loves messing with Fargoth, and gives you 100 gold as payment.

Only now, you realize that Fargoth is basically a minority forced to hide his savings from the Imperial Legion, who keep harassing him and stealing his only possesion, the Engraved Ring of Healing. You're an accomplice of the Imperials, complicit in opressing a wood elf, trying to save up enough to leave the forsaken swamp that was once free from Imperial Decree.
