So in the first instance, that doesn't change anything because if they still don't report after the 24 hours then it's the same as a regular hit and run where the cops would have to find them anyways. And you shouldn't be chasing people for vigilante justice in a multiple ton vehicle on public roadways anyways.

Your second example is either reinforcing the fact that Hit N Runs cause Fight Or Flight (suggesting that drunk people would hit and run and then own up once sober.) in which case its supporting the system.

Or its upset that people who drunk drive and hit and run wouldn't get caught for drunk driving as well when that situation is no different than if the cops caught them 24 hours later.
