I feel like that'd be the case in America even if you elect to get a freaking paper mache one. I'd imagine in other first-world countries with a much more advanced health care system in place, patients with dire need could procure a good steel-plated replacement for nothing on them. Someone who elects for the replacement (weebs like me and you) probably wouldn't have to pay more than like €300 out of pocket for a damn decent 3D-printed one.

I'm also excited to see the new businesses available for prosthetics. Have some calibration issues? Don't wanna pay your other arm and leg in fees? Come on down to Jerry's Auto and Prost! Or the many tattoo shops hiring jewellers and metalsmiths to engrave and etch designs on prosthetics like tattoos
