Frugal is not the same as cheap. I’m frugal but I do (some) make up, I like quality clothes and good skincare is pretty expensive. I love to travel, so that’s a few thousands a year that don’t go to savings... this being said I save around 70% of my income. I think what you want is find yourself someone who has a job, makes money and is independent, has similar values in terms of healthy life style and similar attitude to money. I have to say that cheap guys are not attractive. Being frugal is a good quality, but if a guy is too cheap to take me out on dinner dates here and there (doesn’t have to be all the time) and has something against me spending money at Sephora... let’s just say it’s not going to last. You will be making good starting salary with no debt, it’s okay to relax a little and let yourself have good experiences that create memories. It shouldn’t get in your way of building wealth and financial security.
