It depends on the compliment, the context, and the physical behavior.

I've had men tell me I look pretty in public or that they like my dress from a few feet away and keep walking. But most of the time, men use compliments as an "in" and proceed to verbally or physically not leave you alone. It scares me when men close in on me, period.

When women compliment men in public, the odds aren't that the woman thinks her pussy's getting licked in ten minutes whether the man likes it or not. Not to say that I don't know men who have been assaulted, but they don't live with the frequency of assault and the cultural ramifications of assault that women do.
