In V for Vendetta the people who unleashed the virus already had the antidote. One possible explanation for the comparatively low number of deaths in China could be that they already had the antidote, and they are now holding the rest of the world hostage. Bend the knee to China or millions will die elsewhere. So it could be a plot by the Chinese to be the new world #1. "They" domestically would just be our government, the swamp, the deep state, the ruling class. They can use this to bring the masses under total control, and they proved by denying us freedom of movement and freedom of assembly virtually overnight that they are capable of doing this if they want to.
