The concept of the dictatorship of the proletariat is not something we would like to happen, rather it is something that will happen. It is based on observations from actually existing revolutionary movements. In all of the anarchist revolutions of the 20th century a form of state apparatus was constructed to maintain workers' control and crush the opposition forces.

CNT Gulags.

The work camps were considered an integral part of the “constructive work of the Spanish Revolution,” and many anarchosyndicalists took pride in the “progressive” character of the reforms by the CNT Minister of Justice. The CNT recruited guards for the “concentration camps,” as they were also called, from within its own ranks. Certain militants feared that the CNT’s resignation from the government after May 1937 might delay this “very important project” of labor camps."

The ministry of the faísta was proud of its “advanced” ideas and considered its camps more progressive than those in the Soviet Union.74 García Oliver promised humanized detention, and CNT representatives investigated complaints of gross negligence, in the Lérida prison, for example.75 Sometimes, however, the tone of the reformers shifted:

'The weeds must be torn out by their roots. There cannot be and must not be pity for the enemies of the people, but . . . their rehabilitation through work and that is precisely what the new ministerial order creating “work camps” seeks. In Spain great irrigation canals, roads, and public works must be built immediately.'

The Makhno Myth

When they occupied towns, the Makhnovists would declare null and void all laws and state structures. In the midst of a civil war, they emptied all the prisons and jails. Then they would hand out all the money and food until it was gone. They destroyed the existing economic and political structures and then denied responsibility for the consequences. There was no thought of rationing the resources because there was no consideration of problems of production beyond small-scale family agriculture..

Makhno issued a currency that carried the text: “feel free to forge this.” He also declared valid all currencies, including those of defunct governments. While this may just seem like Abbie Hoffman-style antics, the ensuing mass inflation was devastating for workers. Unlike the peasants who grew their own food, the workers were dependent on a wage to eat and desperately needed price controls.

But left in control of territory that they wanted to secure, the Makhnovists ended up forming what most would call a state. The Makhnovists set monetary policy. They regulated the press. They redistributed land according to specific laws they passed. They organized regional legislative conferences. 64 They controlled armed detachments to enforce their policies. To combat epidemics, they promulgated mandatory standards of cleanliness for the public health.66 Except for the Makhnovists, parties were banned from organizing for election to regional bodies.

They banned authority with which they disagreed to “prevent those hostile to our political ideas from establishing themselves.” They delegated broad authority to a “Regional Military-Revolutionary Council of Peasants, Workers and Insurgents.” The Makhnovists used their military authority to suppress rival political ideas and organizations. The anarchist historian Paul Avrich notes, “the Military-Revolutionary Council, acting in conjunction with the Regional Congresses and the local soviets, in effect formed a loose-knit government in the territory surrounding Guliai-Pole.”

Kontrrazvedka: The Story of the Makhnovist Intelligence Service

All the forces in the Russian Civil War had intelligence services which included secret police functions and the Makhnovist Kontrrazvedka was no exception.. The Makhnovist Kontrrazvedka, from its founding in the spring of 1919, was subordinate to the Operations Section of the staff of the Revolutionary Insurgent Army of Ukraine - the RPAU.
