It's generally agreed that this phrase was meant to mean "in good shape," as 1790's english doesn't exactly use modern english meanings and phrasings. I understand how many people might be skeptical of people just pushing their own narrative on what the phrase means but in historical context it's clear that the purpose of the 2nd Amendment was to limit the power of the Federal Government. So, Logically, it makes no sense that the founding fathers would enact the 2nd Amendment to prevent Federal over-reach, with the caveat only allow if it the Federal Government gets oversight.

Not trying to make a political argument here, I just like to talk historical context.
