As I said, I see the World Cup as a gift to a country, and for it to be a gift there must be a thriving football culture in the country and the raw number of domestic fans helps measure how important football is in a country. Countries like Egypt, Algeria, Morocco and even Israel all have, and unlike Qatar, a thriving football culture. And the bigger the number of fans you have in the country the more valuable your bid will be.
It is a simple matter to me, if your country allows freedoms to all people regardless if sex, race, sexual identity and expression, religion or lack of religion then you are a better choice to host the World Cup, it doesn't make your country perfect but it will make everybody feel welcome to celebrate this event in your country.
