ye, you don't have any way of proving that they don't. You are just assuming that because Kang controls timeline to prevent war, so from that you extrapolated that they only need to do shit if new Kang is involved. but just because they would need to act only then doesn't mean they are actually acting only then.

and to say "they don't for certain events" doesn't prove anything. pretty sure shit can still mildly change in timeline without new branch being created. that's why TVA doesn't do shit sometimes, because they don't need to because there is no actual branch for them to even decide to act or not act on.
