I work for a dog rescue and I want start by saying please find other options before calling animal control or any organization that is not a no kill shelter. Is there a close friend who could give the dog a better life? Another family you may know of? If not, try contacting local breed specific rescues. Or you can try privately adopting the pup yourself.

Please use the ASPCA and animal control as last resort. Most dogs that are there are husky's because a lot of people don't realize how much work they are.

Since it is not your dog, I would suggest you sit down and have a very serious conversation with her and point out she is not able to care for this dog.
