That's not how it works over here... the road markings in the image are lacking what would be on our roads though.

But assuming in your own hypothetical that the main road would be following the right hand turn and car 2 wanted to travel straight on (so car 2 would be leaving the main road to go down the minor road) then car 2 would yield to car 1, at which point the order would have been 1, 2 then 3 (3 in your hypothetical is on the minor road so has to give way to the car on the main road) but then we drive on the opposite side of the road than the picture so 2 wouldn't yield as their lane of traffic would be clear unless car 1 was also making a right turn to go down the minor road in which case it would go 2 then 1 then 3 since car 1 would have to cross over onto the oncoming traffic and 3 is still on the minor road joining the main road.

The road markings however and signage at the above image show a 3 way intersection driving on the right hand side, and here in the UK it would also follow the 2, 3 then 1 due to 1 having a "give way" if we also were driving on the same side as the image.
