Meritocracy

In the past few decades, we all see the examples of populist leaders and governments who mainly represent the majority but are not always quality. I am not judging the government or people's choice here I would like to open an intellectual topic to discover an alternative system altogether because the term merit is a social and cultural context.

The administration system needs legitimacy to convince others to pay their taxes, obey the rules and laws, and participate in the system itself. Currently, the most common and acceptable legitimacy issue is the election. Because people can rely on their choices and candidates will try to convince others to elect them and imply their management and administration model within the election-based systems.

But why we are choosing someone to vote ??? What makes us to vote someone?
