HR here! Is he your boss? Was yes, was there anything about his tone to suggest your job wa contingent upon kissing him? Was he a peer? Does he do things like this regularly making it difficult to complete your work due to an uncomfortable atmosphere? If yes have you reported him to appropriate channels only to have them do nothing?

It no to those then you have no case.

In order for it to qualify as sexual harassment it needs to be quid pro quo (ie a boss or person in power will give you something good - or just not fire you - in the exchange for sexual favors) or it needs to be BOTH pervasive (ie happening frequently) and be considered offensive/inappropriate by the average person.
