Clearly your point started with tenets of Islam and whether or not an agreement is there from the individual.

Apostasy is punishable by death in accordance to Islamic Law. And most Muslim majority countries have it outlawed, so punishment differs based on how extreme each country wants to take the punishment.

I know you'll be looking at obvious outliers like India in the above article, and it's because blasphemy is only restricted to Muslim Personal Law, which applies to Muslims, and is governed by Muslim organizations.
